This journal is a normative legal conducted through library or lbrary research, using the conceptual approach and the statute approach. The results showed that status of village regulations in the legislation system is still a Recognized and has a very strong Juridical footing with the start of Legislation Number 6 of 2014 on the Village. Although the Village Regulation number longer Appears in the hierarchy of legislation after the birth or enactment of Legislation Number 12 Year 2011 on the Establishment of Legislations and Regulations, but its existence is strictly regulated and the position of Village Regulation is stronger Because It has been used as the Juridical governance of the Village With the issuance of Legislation Number 6 Year 2014 on the Village. Legislation Number 12 Year 2011 Concerning the Establishment of Legislations and Regulations still Recognizes the existence of Village Regulations as stipulated in Article 8 paragraph (2) Stating the Legislations Regulation as intended in paragraph (1) is acknowledged to exist and possesses binding legal force as long as it is ordered by a higher Legal Regulation or constituted by authority. Elimination of Village Regulations from the hierarchy legislation does not have implications or impacts on the implementation of village governance, because the Village village governance can still form village regulations together with the village head on a strong basis, namely Legislation Number 6 of 2014 concerning Villages.
<publication_date media_type='online'> <month>11</month> <day>30</day> <year>2019</year> </publication_date> <pages> <first_page>1994</first_page> <last_page>1600</last_page> </pages> <crossmark> <crossmark_version>CC-BY-NC-ND 4.0</crossmark_version> <crossmark_policy>10.35940/BEIESP.CrossMarkPolicy</crossmark_policy> <crossmark_domains> <crossmark_domain> <domain>www.ijrte.org</domain> </crossmark_domain> </crossmark_domains> <crossmark_domain_exclusive>true</crossmark_domain_exclusive> </crossmark> <doi_data> <doi>10.35940/ijrte.C4138.118419</doi> <resource>https://www.ijrte.org/portfolio-item/C4138098319/</resource> </doi_data> </journal_article> <!-- ============== --> <journal_article publication_type='full_text'> <titles> <title>Alternate Sexuality as a theme in Mahesh Dattani’s Play ‘On a Muggy Night in Mumbai’</title> </titles> <contributors> <organization sequence='first' contributor_role='author'>Dept. of English, GITAM School of Gandhian Studies, GITAM University,Visakhapatnam</organization> <person_name sequence='first' contributor_role='author'> <given_name>Shanice Anne</given_name> <surname>Thomas*</surname> </person_name> <person_name sequence='additional' contributor_role='author'> <given_name>Dr. S.Sushma</given_name> <surname>Raj</surname> </person_name> <organization sequence='additional' contributor_role='author'>Dept. of English, GITAM School of Gandhian Studies, GITAM University.</organization> <person_name sequence='additional' contributor_role='author'> <given_name>Ch. As this type of network is decentralized in nature there are numerous malicious nodes which might enter the network. There are so many attacks possible on WSN, in Distributed Denial of Service (DDOS) attacks, malicious nodes adapts many attacks such as flooding attack, black hole attack and warm hole attack, to halt the overall functioning of network. The risks are even more when we talk about military and industrial applications. The DDoS is an active type of attack. This research work is focused on the enhancement of Fuzzy based RAODV routing protocol. It is very efficient to select the optimal paths for data packet transmission between source and desitnation node and also increse the network life time. Fuzzy Logic control is generally designed on three fuzzy variables of energy, hop count and queue length which is also enhance the rule of Fuzzy logic to improve the lifetime of the network. Optimal paths are traced and selected which is depends on these fuzzy variables, used to improvise and enhance the process of Reverse Ad hoc on Demand Distance Vector (RAODV) routing protocol and also helpful to improve the lifetime of the network. NS2 Simulator are used to analyze the concert of RAODV and Fuzzy based Reverse Ad hoc on demand Distance Vector (FRAODV) routing protocol which is based on packet size and round time of network using the parameters of Packet delivery ratio, energy consumption and end to end delay , performance results shows that FRAODV is more accomplished and improves the lifetime of the network.
  <publication_date media_type='online'>     <month>11</month>     <day>30</day>     <year>2019</year>   </publication_date>   <pages>     <first_page>7919</first_page>     <last_page>7924</last_page>   </pages>   <crossmark>     <crossmark_version>CC-BY-NC-ND 4.0</crossmark_version>     <crossmark_policy>10.35940/BEIESP.CrossMarkPolicy</crossmark_policy>     <crossmark_domains>       <crossmark_domain>          <domain>www.ijrte.org</domain>       </crossmark_domain>     </crossmark_domains>     <crossmark_domain_exclusive>true</crossmark_domain_exclusive>   </crossmark>   <doi_data>     <doi>10.35940/ijrte.C4163.118419</doi>     <resource>https://www.ijrte.org/portfolio-item/C4163098319/</resource>   </doi_data> </journal_article> <!-- ============== --> <journal_article publication_type='full_text'>   <titles>     <title>Prediction of Sugarcane Yields from Field Records using Regression Modeling</title> </titles>   <contributors>      <organization sequence='first' contributor_role='author'>Assistant professor, KIT, Kolhapur, Maharashtra, India</organization>    <person_name sequence='first' contributor_role='author'>      <given_name>Shivani S.</given_name>      <surname>Kale*</surname>    </person_name>    <person_name sequence='additional' contributor_role='author'>       <given_name>Dr. Preeti S.</given_name>       <surname>Patil</surname>     </person_name>     <organization sequence='additional' contributor_role='author'>Assistant professor, KIT, Kolhapur, Maharashtra, India</organization>   </contributors>
Prediction Of Sugarcane Crop Yield Benefits The Farmer To Get Best Possible Decision Regarding Sugarcane Crop Cultivation. The DLP was first implemented in 2016 at selected schools. As such, researchers had conducted a study to evaluate the implementation of the DLP for science and mathematics which has been used in secondary school based on the CIPP model from the aspect of context, input, process and product. The first objective of this research is to identify the level of context, input, process and product dimensions of the DLP. The second objective is to identify the relationship among the level of context, input, process and product dimensions during the implementation of the DLP with the teachers’ teaching experience. The third objective is to identify the advantages, weaknesses, challenges and suggestions by science and mathematics teachers in realising the DLP. This research had involved 210 teachers who taught science and mathematics in secondary school in Zone Keramat, Kuala Lumpur. This research was conducted using the survey form and interview questions as the research instruments. The data gathered from the research has been analysed using descriptive and inferential statistics by getting the value of the mean score and percentage and also the analysis of Pearson correlation. The data collected from interview were transcribed and analysed using Nvivo software. The result showed that the level of context, input and product dimensions were average while the level of process dimension was high. The research hypothesis was accepted where there was no relationship between context, process and product dimensions with the teachers’ teaching experience. From the interview, we found that the DLP has its advantages and also disadvantages, but the essential steps have been proposed in this research. In conclusion, this research has given a new contribution to science and mathematics teachers in Malaysia to evaluate and improve the implementation of the DLP as whole.
  <publication_date media_type='online'>     <month>11</month>     <day>30</day>     <year>2019</year>   </publication_date>   <pages>     <first_page>13</first_page>     <last_page>15</last_page>   </pages>   <crossmark>     <crossmark_version>CC-BY-NC-ND 4.0</crossmark_version>     <crossmark_policy>10.35940/BEIESP.CrossMarkPolicy</crossmark_policy>     <crossmark_domains>       <crossmark_domain>          <domain>www.ijrte.org</domain>       </crossmark_domain>     </crossmark_domains>     <crossmark_domain_exclusive>true</crossmark_domain_exclusive>   </crossmark>   <doi_data>     <doi>10.35940/ijrte.C4250.118419</doi>     <resource>https://www.ijrte.org/portfolio-item/C4250098319/</resource>   </doi_data> </journal_article> <!-- ============== --> <journal_article publication_type='full_text'>   <titles>     <title>Secret Image Sharing using 2-Pixel Visual Cryptography Encryption</title> </titles>   <contributors>      <organization sequence='first' contributor_role='author'>Master of Technology in comuter networks and engineering, Ballari Institute of Technology and Management, Ballari.</organization>    <person_name sequence='first' contributor_role='author'>      <given_name>Priyanka</given_name>      <surname>Diggavi*</surname>    </person_name>    <person_name sequence='additional' contributor_role='author'>       <given_name>Dr. R.N.</given_name>       <surname>Kulkarni</surname>     </person_name>     <organization sequence='additional' contributor_role='author'>Professor and Head Department of computer science and engineering, Ballari Institute of Technology and Management, Ballari.</organization>   </contributors>
Visual Cryptography Scheme (Vcs) Is A Procedure For Encrypting Visual Data Such As Hand-Written Text, Image, Digital Text, Captured Image Etc. Since open network threatens the security of such documents from being intercepted, the proposed scheme intends to provide enhanced security for such documents. The proposed hybrid algorithm includes Elliptic Curve Cryptography (ECC), and mixed chaotic system. The ECC encrypts the plain image based on the elliptic points generated by selecting a prime number. The mixed chaotic map includes two-dimensional logistic map and three-dimensional Lorenz map. The 2D logistic map is used for confusing the ECC encrypted image and 3D Lorenz map is used for diffusing the confused image. The two levels of confusion, first with byte level and second with bit level are introduced. The two levels of diffusion, first level with Lorenz map and second level with Fibonacci sequences are introduced. Better net pixel change rate and unified average change intensity with flat histogram and low correlation are achieved in this method. The key Sensitivity, Entropy, Mean Square Error, and Peak Signal to Noise Ratio analysis reveal that the proposed method is resistant to any external invasion. The encryption and decryption speed is increased by using programming techniques. The various protocols has been suggested in the recent past such as EDIT[13], ADA[8], TSDA[9], SEDAN[10]. These protocols effectively meet the constraints of WSNs. In this paper, we have proposed a Fuzzy Based Secure Data Aggregation protocol (FSDAP) which is an efficient localized protocol. The FSDAP protocol is designed with three phases. The first phase selects Aggregator Node using ANS algorithm. An ANS algorithm involves two steps to elect an Aggregator Node in the clustered network. In first step, the cluster head is selected based on the Euclidean distance and in second step, the cluster head is selected based on the fuzzy product and fuzzy value (α). Then, in second phase, a selected AN eliminates data redundancy sensed by all sensor nodes within the cluster. Finally, in third phase, the FSDAP protocol effectively detects malicious node and provides secure data transmission path. Thus, the proposed protocol, FSDAP utilizes the node’s resource parameter uniformly, which in turn improves Network Lifetime, maximizes Throughput Rate, maximizes Packet Delivery Ratio and minimizes End-to-End Delay. The FSDAP is simulated using the NS2 simulator and compared with centroid algorithms Fuzzy C-Means and K-Means algorithm and a secure aggregation protocol implemented using SAR (Secure Aware Ad hoc Routing). The time complexity of FSDAP protocol is O(m2n).
  <publication_date media_type='online'>     <month>11</month>     <day>30</day>     <year>2019</year>   </publication_date>   <pages>     <first_page>5989</first_page>     <last_page>6001</last_page>   </pages>   <crossmark>     <crossmark_version>CC-BY-NC-ND 4.0</crossmark_version>     <crossmark_policy>10.35940/BEIESP.CrossMarkPolicy</crossmark_policy>     <crossmark_domains>       <crossmark_domain>          <domain>www.ijrte.org</domain>       </crossmark_domain>     </crossmark_domains>     <crossmark_domain_exclusive>true</crossmark_domain_exclusive>   </crossmark>   <doi_data>     <doi>10.35940/ijrte.C4559.118419</doi>     <resource>https://www.ijrte.org/portfolio-item/C4559098319/</resource>   </doi_data> </journal_article> <!-- ============== --> <journal_article publication_type='full_text'>   <titles>     <title>Estimating Cell Count in Overlapped Cluster of ThinPrep Pap Smear Cell Microscopic Image</title> </titles>   <contributors>      <organization sequence='first' contributor_role='author'>Research Scholar, SCOPE, VIT University, Vellore, Tamil Nadu, India</organization>    <person_name sequence='first' contributor_role='author'>      <given_name>Deepa.</given_name>      <surname>T.P.*</surname>    </person_name>    <person_name sequence='additional' contributor_role='author'>       <given_name>*Dr. Nagaraja</given_name>       <surname>Rao A</surname>     </person_name>     <organization sequence='additional' contributor_role='author'>Associate Professor, SCOPE, VIT University, Vellore – 632014, Tamil Nadu, India.</organization>   </contributors>
The cell adequacy is one of the important factor is Pap smear test as per Bethesda reporting system. The cell adequacy is the number of squamous epithelial cells present in the given Pap smear sample. This paper presents an automated method which estimates the number of cells in a given Pap smear image. This method estimates a cell count even when cells are overlapped. The proposed approach first separates disjoint cells and overlapped cell cluster from cervical Pap smear image. Then the overlapped cluster is further segmented to obtain individual cells. The overlapped cluster is selected based on the area factor. That is area of overlapped cluster will be more than disjoint cells. This method uses Bitplane slicing technique for segmentation of overlapped cells. Then the total cell counts is estimated as sum of disjoint cells count and number of cells separated from overlapped cluster. Despite the benefits of healthcare cloud services, the associated privacy issues are widely concerned by individuals and governments. Privacy risks rise when outsourcing personal healthcare records to cloud due to the sensitive nature of health information and the social and legal implications for its disclosure. Over the recent years, a privacy-preserving data mining (PPDM) technique has become a critical issue for the problems. Our goal is to design a privacy-preserving outsourcing framework under the hybrid cloud model. In this work we propose a Hybrid Ant Colony Optimization and Gravitational Search Algorithm (ACOGSA) to express the problem of hiding sensitive data through transaction deletion. Thus, it reduces the side effects of the hybrid cloud. Substantive experiments will be carried to compare the performance of the designed algorithm with the state-of-the-art approaches in terms of the side effects and database similarity (integrity). Over the past to sanitize the databases used for hiding sensitive information, a few heuristic approaches have been proposed. The method used for the comparison involves GA, PSO, ACO, and Firefly framework.
  <publication_date media_type='online'>     <month>11</month>     <day>30</day>     <year>2019</year>   </publication_date>   <pages>     <first_page>2882</first_page>     <last_page>2890</last_page>   </pages>   <crossmark>     <crossmark_version>CC-BY-NC-ND 4.0</crossmark_version>     <crossmark_policy>10.35940/BEIESP.CrossMarkPolicy</crossmark_policy>     <crossmark_domains>       <crossmark_domain>          <domain>www.ijrte.org</domain>       </crossmark_domain>     </crossmark_domains>     <crossmark_domain_exclusive>true</crossmark_domain_exclusive>   </crossmark>   <doi_data>     <doi>10.35940/ijrte.D4575.118419</doi>     <resource>https://www.ijrte.org/portfolio-item/C4575098319/</resource>   </doi_data> </journal_article> <!-- ============== --> <journal_article publication_type='full_text'>   <titles>     <title>Progressive Collapse Analysis of Three Dimensional Two Bay Five Storey Bare and Infilled Frames under Corner and Middle Column Removal</title> </titles>   <contributors>      <organization sequence='first' contributor_role='author'>Assistant Professor in the Department of Civil engineering at SRMIST, SRM Nagar, Kattankulathur</organization>    <person_name sequence='first' contributor_role='author'>      <given_name>M.</given_name>      <surname>Prakash*</surname>    </person_name>    <person_name sequence='additional' contributor_role='author'>       <given_name>K.S.</given_name>       <surname>Satyanarayanan</surname>     </person_name>     <organization sequence='additional' contributor_role='author'>Professor and Head in the Department of Civil engineering at SRM IST, SRM Nagar, Kattankulathur</organization>     <person_name sequence='additional' contributor_role='author'>       <given_name>V.</given_name>       <surname>Thamilarasu</surname>     </person_name>     <organization sequence='additional' contributor_role='author'>Professor in the Department of Civil engineering at SRMIST, SRM Nagar, Kattankulathur</organization>   </contributors>
Demand Capacity Ratio (DCR) assessment of the structural progressive collapse of two bay five storey bare frame without wall load , bare frame with wall load and Infilled frame with cement mortar (IFCM). Usually it accomplishes three-phase measurement in distributed network of smart grid through ample power quality measurement of voltage, current, and mostly the total harmonic distortion. However, the investigation of the paper suggests that SCADA delivers the updates of the grid information in times with the communication delays of 15 seconds. Of course, these timing delays can be higher, since it varies on the system complexity. Therefore, this communication delays too high in terms of synchronization, fault monitoring, and the measurement of the system variables in real-time. Therefore, this study covers the communication framework and its protocols of the smart grid application. To make the study more concise, this paper also assessed the delay of IEEE 1588 and IEEE C37.118 for the synchronization performance measurement. Moreover, this paper also includes the performance analysis of the existing the intelligent system and its protocols for smart grid application.
  <publication_date media_type='online'> <month>11</month> <day>30</day> <year>2019</year> </publication_date> <pages> <first_page>1874</first_page> <last_page>1878</last_page> </pages> <crossmark> <crossmark_version>CC-BY-NC-ND 4.0</crossmark_version> <crossmark_policy>10.35940/BEIESP.CrossMarkPolicy</crossmark_policy> <crossmark_domains> <crossmark_domain> <domain>www.ijrte.org</domain> </crossmark_domain> </crossmark_domains> <crossmark_domain_exclusive>true</crossmark_domain_exclusive> </crossmark> <doi_data> <doi>10.35940/ijrte.C4620.118419</doi> <resource>https://www.ijrte.org/portfolio-item/C4620098319/</resource> </doi_data> </journal_article>
