Abstract: Drug prevention policies have not been able to reduce the number of drug abuse in Lhokseumawe that has continued toincreaseinthelastfiveyears(2012-2017). Thisstudyusedaqualitativeapproachwithin-depthinterview,data collectiontechniques,(indeptinterview),observation,anddocumentation.Dataanalysisconducte dqualitatively withinteractiveanalysismodel. Theresultsshowthatprimary prevention policy isanearly preventivemeasureso thatpeopledonotabusedrugs. Thisprecaution aimedatthosewhohavenotcontaminatedwithdrugsandneed protectionfrom illeffectsofdrugs.Asecondaryprevention policy performedtoinitiatedrugabuserswhohavejust usedordabbled. They made aware that later will not developintoaddictsbecauseofthea ddictiveeffectsofdrugs consumed.Thisprevention directsdrugabuserstomakehealthylifestylesintheirdailylife.Inaddi tion,theyalso assistedfortheirtherapyand rehabilitation.The tertiarypreventionpolicyintendedforlong-termaddicts,andin this precautionary stage,theaddictsarerehabilitated,treatedandrecovered.Intherehab ilitation period,theaddicts recoveredfromdependencyso thattheycanlive normaland socializeagain with familyand society.Drug prevention policiesaremoredominantwithabureaucraticnetworking approachestablishedthroughMemorandum ofUnderstanding(MOU), IntegrityPactandjointrecommendations.Collaboration betweenbu reaucraticactorsand localwisdom-basedsocietynot yet fullyimplementedbecausethemeaningofcollaborationis notcomprehensive.
